Business Model of UPSC : A Sale of Dream to Youth

The agency’s charter is granted by the Constitution of India. Articles 315 to 323 of Chapter III of Part XIV of the constitution, titled as Union Public Service Commission, deal with the UPSC.

These Articles are framed by the Constituent Assembly. The Commission is headquartered in Dholpur House, in New Delhi and functions through its own secretariat.

The UPSC conducts examinations and/or interviews for appointments to the services of the Union.

It is also responsible for making promotions and transfers from one service to another and for giving rewards for gallantry and distinguished service.

The Union Public Service Commission (UPSC) is India’s central agency authorised to conduct the Civil Services Examination, Engineering Services Examination, Combined Medical Services Examination, Combined Defence Services Examination, National Defence Academy Examination, Naval Academy Examination, Special Class Railway Apprentice, Indian Forest Service examination, Indian Economic Service examination, Indian Statistical Service examination, Combined Geoscientist and Geologist Examination, and Central Armed Police Forces(Assistant Commandant) Examination.

The Commission comprises a Chairman and ten Members. The Chairman and Members of the Commission are appointed by the President of India.

The terms and conditions of service of the Chairman and Members of the Commission are governed by the Union Public Service Commission (Members) Regulations, 1969.

The Commission is serviced by a Secretariat headed by a Secretary with two Additional Secretaries, a number of Joint Secretaries, Deputy Secretaries and other supporting staff.

The existing strength of the secretariat is 549 (as on 31.12.2019) out of which, 209 are in the Indian Economic Service, 8 in the Indian Statistical Service and 332 are in the General Central Service.

The Commission has a sanctioned strength of eleven Members, out of which, as on 28.02.2020, two Members are from the Indian Administrative Service, one Member each from the Indian Forest Service, the Indian Police Service and the Indian Foreign Service, and six Members are from the open category.

  • The Chairman and other Members of the Commission are appointed by the President of India.
  • The Chairman of the Commission holds office for a term of six years from the date on which he enters upon his office or until he attains the age of sixty-five years, whichever is earlier.
  • A Member of the Commission shall hold office for a term of six years from the date on which he enters upon his office or until he attains the age of sixty-two years, whichever is earlier.
  • The Chairman and any Member of the Commission may, by writing under his hand addressed to the President, resign his office.
  • The Commission is a multi-member body and functions with the help of Secretariat. The Commission is not concerned with the day-to-day operations of the Government and its functioning is similar to that of a Constitutional body.
  • The Commission is not empowered to interfere in the promotions of the members of All India Services and Group ‘A’ and Group ‘B’ officers of the Central Civil Services.
  • The Commission is headed by a Chairman who is assisted by ten Members. The Chairman and the Members of the Commission are appointed by the President of India.

The terms and conditions of their service are governed by the Union Public Service Commission (Members) Regulations, 1969. The Chairman and any Member of the Commission may resign their office by writing under their hand addressed to the President.

The Chairman or any Member of the Commission may be removed from office by the President on the ground of proved misbehaviour or incapacity after an inquiry made by a Judge of the Supreme Court or of a High Court in accordance with the procedure prescribed in that behalf in the Union Public Service Commission (Member) Regulations, 1969.

The Commission is a permanent and an autonomous body which is not subject to dissolution except by an amendment to the Constitution of India. The Chairman and the Members of the Commission cannot be removed from their office except by an order

The Union Public Service Commission (UPSC) is India’s premier central recruiting agency. It is responsible for appointments to and examinations for All India services and group A & group B of Central services. While Department of Personnel and Training is the central personnel agency in India.

The UPSC is amongst the few institutions which was created by the Constitution of India. The Commission consists of a Chairman and ten Members. The terms and conditions of service of Chairman and Members of the Commission are governed by the Union Public Service Commission (Members) Regulations, 1969.

The Chairman and Members of the Commission hold office for a term of six years or until they attain the age of 65 years, whichever is earlier. They are not eligible for reappointment.

The Commission advice the President of India on all matters relating to methods of recruitment to various civil services and posts and the principles to be followed in making appointments to various civil services and posts and all other connected matters.

The Commission is also responsible for the formulation of Recruitment Rules for various categories of posts under the Central Government.

The Commission is vested with the power of appointment of Chairman and Members of the Union Public Service Commission.

The President of India appoints the Chairman and Members of the Commission. The Chairman and Members of the Commission are appointed by the President of India by warrant under his hand and seal.

The Chairman and Members of the Commission hold office for a term of six years from the date on which they enter upon their office or until they attain the age of sixty-five years, whichever is earlier:

  • The Chairman of the Commission is the principal executive officer and is responsible for the general superintendence and control of the work of the Commission.
  • The Members of the Commission are whole-time members and are not allowed to engage in any other occupation.
  • The Members of the Commission are paid such salaries and allowances as may be determined by the President from time to time.
  • The work of the Commission is divided among the Members of the Commission who are entrusted with such work by the Chairman of the Commission.
  • The Commission is a constitutional body and its decisions are final and binding on the executive.
  • The Commission is a statutory body and its decisions are final and binding on the executive.
  • The Commission is an autonomous body and its decisions are final and binding on the executive.
  • The Commission is an independent body and its decisions are final and binding on the executive.
  • The Commission has its headquarters at Dholpur House, New Delhi. The Commission has regional offices at Mumbai, Kolkata and Chennai.

Provided that

(a) a Member may, by writing under his hand addressed to the President, resign his office;

(b) a Member may be removed from office by the President on the ground of misbehaviour after an inquiry made by the Supreme Court in accordance with the procedure laid down in Article 124 of the Constitution;

(c) a Member may be removed from office by the President on the ground of incapacity to discharge the functions of his office arising from physical or mental incapacity after an inquiry made by the Supreme Court in accordance with the procedure laid down in Article 124 of the Constitution.

The Commission is a permanent and an autonomous body which enjoys a great deal of independence and enjoys a fixed tenure. The Commission is not subject to the day-to-day control of the Government. The Commission is not subordinate to any other authority. The Commission is only responsible to Parliament.

The Commission is headed by a Chairman who is assisted by ten Members. The Chairman and the Members of the Commission are appointed by the President of India. The Chairman and Members of the Commission hold office for a term of six years or until they attain the age of sixty-five years, whichever is earlier. They are not eligible for reappointment.
